DTI Secretary Favila inspects SLEX Project site

     Department of Trade and Industry (DTI) Secretary Peter Favila, together with Philippine National Construction Corporation (PNCC) President Noel Eli Kintanar, has recently conducted a site inspection of the South Luzon Expressway (SLEX) to observe the ongoing activities concerning the SLEX Rehabilitation and Expansion Project, a priority infrastructure undertaking of the government.

     Secretary Favila inspected the preliminary construction works now underway and he was briefed by Kintanar on the various scopes of work for the project.

     Engineering consultant Scott Wilson Pavement Engineering Sdn. Bhd (SWPE) and Renardet SA Consulting Engineers continue are conducting pavement testing and investigations along the Alabang – Calamba stretch of the SLEX prior to full-scale rehabilitation and expansion.

     Works are also underway for the detour road project along Bunye Road in Alabang, Muntinlupa City. In coordination with Filinvest Corporate City, the detour road will serve as a relief-valve when rehabilitation and widening at the Alabang Viaduct starts.

     The SLEX Project is a joint venture undertaking of the PNCC and MTD Manila Expressway Corporation. The project involves the rehabilitation of the Alabang Viaduct (Toll Road 1) in Muntinlupa City; the widening and rehabilitation of lanes from Alabang to Calamba, Laguna (Toll Road 2); the extension of the road from Calamba to Sto. Tomas, Batangas (Toll Road 3).

     Secretary Favila gave his full support to the undertaking and expressed that the project be completed as soon as possible as it is expected to spur economic growth in the southern Tagalog regions particularly the Calabarzon provinces.     NEWS ARCHIVE    HOME

PNCC and Skyway Corp. all set with “Oplan Kaluluwa” for All Saints’ Day holiday

     To guide and assist motorists who will troop to the provinces and the cemeteries during the “All Saints’ Day” holiday, tollway operators Philippine National Construction Corporation (PNCC) and the Skyway Corporation will hold its annual motorist assistance program dubbed “Oplan Kaluluwa” from October 28 to November 2, 2005.

     The assistance program is the tollway operators’ response to the expected heavy flow of motorists who will use the South Luzon Expressway and the Skyway System during the long weekend holiday.

     According to PNCC Tollways Group Head Manuel Luis Antonio, with “Oplan Kaluluwa,” the PNCC and the Skyway Corporation assure intensified patrol operations and assistance to all motorists in distress during the long break.

     “We will be deploying additional traffic enforcers in identified choke points along the tollways particularly at Bicutan, Sucat, Alabang, Susana Heights, Sta. Rosa and Calamba interchanges and at the San Juan Viaduct. At the same time, we will augment the number of our toll tellers by assigning ambulant tellers and installing tandem booths at busy interchanges to avoid queuing and long lines of vehicles at these identified toll plazas,” Antonio said.

     Furthermore, Antonio also announced that all roving traffic security and safety personnel will be quipped with the necessary emergency tools like medical kits, bull horns, fire extinguishers and traffic devices and signage’s to enable them to immediately respond to emergency situations and other traffic concerns. Close coordination will also be established with Emergency Medical Service-Bureau of Fire Protection (EMS-BFP) for quick response to contingency situations.

     “In Coordination with the Traffic Management Office (TMO), Motorists Assistance Station (MAS) will be set up long strategic areas of the expressways for random inspections against any form of criminality (i.e. holduping, hijacking, bombing, etc.),” Antonio added.

     To ensure the successful implementation of these safety and security measures, the PNCC has coordinated its traffic management plan with the following government agencies: the Metro Manila Development Authority (MMDA), the Philippine National Police (PNP), the TMO, and with the various local government units whose localities are traversed by the tollways.     NEWS ARCHIVE    HOME


PNCC to undertake P20M engineering solution at San Pedro area

     Tollway operator Philippine National Construction Corporation (PNCC) will embark on a Php 20M engineering solution to solve the heavy flooding at the San Pedro area.

     The PNCC will undertake the necessary dredging and geometrical solutions, in coordination with the local government of San Pedro, so a similar incident will be avoided in the future.

     “We will elevate the affected area so this part of the expressway will not be a catch basin when heavy rains pour again. Likewise, we volunteer to assist the local government of San Pedroin dredging the already clogged drainage systems in the vicinity which caused the overflowing of the creek in the area, even if these are already outside the jurisdiction of PNCC,” informs PNCC Tollways Head Manuel Luis Antonio.

     Thousands of motorists were stranded Thursday night and Friday morning when floodwaters rose to waist high at Km. 28 Alaska and Kimberly Clark, due to continuous and heavy rains which caused the creek in the vicinity to overflow. This prompted PNCC to immediately implement a remedial solution to the problem.

     “The continuous and heavy amount of rain waters simply cannot flow quickly and out of the expressway as a nearby creek also overflowed. There was no other place to dump the huge amount of water at that time,” explained Antonio.

     “We immediately deployed traffic enforcers along the entire stretch of the expressway to divert tollway-users to other alternate routes. The southbound motorists were diverted to Alabang And Susana Heights and the northbound motorists were asked to take Carmona. Our toll tellers also advised the motorists to take alternate routes and explained the situation in the affected area. Traffic advisories were immediately dispensed to the media,” said Antonio.

     The PNCC targets to start the remedial works immediately and will complete it in three months. The National Development Company (NDC) will lend the necessary amount for the cost of the project.NEWS ARCHIVE    HOME


PNCC reconsiders HCII for SLEX Project

     Tollway operator Philippine National Construction Corporation (PNC) has considered its previous decision to terminate the contract with Hopewell Crown Infrastructure, Inc. (HCII) and reinstate their joint venture partnership for the implementation of the South Luzon Expressway (SLEX) Project after HCII has complied with the PNCC May 20 deadline of showing financial capability to undertake the project.

     MTD Capital, a publicly listed company on the Kuala Lumpur Stock Exchange and Malaysia’s second largest tollway operator, has secured the controlling stake in HCII after it bought out the other investors in the company including Hong Kong’s Hopewell Holdings, Ltd. And Crown Equities, Inc.

     The SLEX Project is a three-phase undertaking which includes the rehabilitation of the Alabang Viaduct (Toll Road 1) in Muntinlupa City, the widening and rehabilitation of lanes from Alabang to Calamba in Laguna (Toll Road 2), and the extension of road from Calamba to Sto. Tomas, Batangas (Toll Road 3) and is a priority project of President Gloria Macapagal-Arroyo.

Skyway Corp. to close elevate highway for maintenance works

     Starting 10 p.m. on March 24, 2005 (Holy Thursday) until 5 a.m. on March 26, 2005 (Black Saturday), tollway operator PNCC Skyway Corporation (PCS), operator of the Skyway System, will be closing the entire elevated from Bicutan in Parañaque City all the way to Buendia in Makati.

     “This means the elevated level will be closed the whole day of Good Friday, March 25, 2005. The traffic rerouting scheme will be undertaken during the Holy Week vacation when traffic is less congested,” explains PSC President and CEO Wilfredo P. Cu.

     “We need to undertake urgent repairs and maintenance work particularly at the Skyway on and off ramps at Bicutan. The repairs will include the positioning of equipment at the ramps and this would entail complete blockage of the roadway,” Cu further added.

    Cu assures that Skyway Corporation will be deploying traffic enforcers to guide motorists on the traffic closure. Traffic directional signs will likewise be installed at proper strategic areas to direct the motoring public.     NEWS ARCHIVE    HOME


Skyway Corporation undertakes Rotomilling and asphalt overlay works

     Starting October 24, 2005, Monday, tollway operator PNCC Skyway Corporation (PSC), operator of the Skyway System will be closing the northbound trucks lanes (rightmost lanes) of the Nichols and C5 Toll Plazas to undertake its regular maintenance road activities including rotomilling and asphalt overlay works.

     “We will be closing these lanes starting October 24 up to the next 45 days as these lanes are in urgent need of repair as a result of continuous use and the heavy load of vehicles using these particular lines of traffic,” explains PSC President and CEO Wilfredo P. Cu.

     Cu said they will deploy ambulant tellers and put up additional tandem booths to compensate for the closure of these lanes.

     “We appeal to our motoring public for their understanding as we undertake this activity. Rest assured that we are doing these to serve them better,” Cu says.

VAT – inclusive toll fees to be collected
After SC rules with finality on EVAT

     The Philippine National construction Corporation (PNCC) and the PNCC Skyway Corporation (PSC), operators of the South Luzon Expressway and the Skyway System, respectively, today announced that in the event the Supreme Court rules on the implementation of R.A. 9337, or the Expanded Value Added Tax Law of 2005, with finality, toll fees plus 10% will be collected from the motorists using the SLEX and the Skyway System as soon as their collection system is reformatted to include the VAT.

     Officials of the PNCC and PSC said they will collect the 10% VAT pending the resolution to their protest against VAT on tolls. The tollway operators explained that the PNCC franchise provides that other than taxes on income and real property, no other tax or fee shall be levied on PNCC and its franchise assignee. As such, VAT imposition would constitute an impairment of contract and considered unconstitutional. Moreover, the BIR VAT Review Ruling No. 078-99 dated9 August 1999 emphasized that the tax-exempt status of PNCC and its franchise assignee is covered by the “non-impairment clause of the Constitution.”

     In collecting the 10% VAT on toll fees, there will be cases where tolls plus VAT result in totals with centavos. As authorized by the Toll Regulatory Board, The Vat – inclusive tolls with centavos will be rounded to facilitate payment and avoid chaos at toll plazas. PNCC and PSC officials hope that any incremental revenues from the rounding up of Vat – inclusive toll fees would be sufficient to cover incremental costs they have to bear from the imposition of 10% VAT and 2% minimum corporate income tax which were not considered when their toll rates where structured.     NEWS ARCHIVE    HOME


ROAD PAVEMENT TEST ON SLEX UNDERWAY
PNCC assures Minimal Traffic Disruption

     Toll operator Philippine National Construction Corporation (PNCC) and its joint venture partner, MTD Manila Expressway Corporation will kick-off pre-construction activities for the South Luzon Express way rehabilitation, expansion and extension project (SLEX Project) – a national government flagship program projected to propel the economic and industrial growth of Southern Tagalog.

     Following international standards in road construction technology, International engineering consultant Scott Wilson Pavement Engineering Sdn. Bhd (SWPE) and Renardnet SA Consulting Engineers, were engaged to conduct a series of pavement testing and investigations along the Alabang – Calamba stretch of the SLEX prior to full-scale rehabilitation and expansion.

     “Even prior to the approval of the Supplemental Toll Operations Agreement (STOA) by the Toll Regulatory Board (TRB), the SLEX project team will begin with the technical testing of existing condition of the road,” reports Abraham P. Sales, head of the PNCC Construction Management Division.

     According to Sales, the pavement evaluation and design works, will take six weeks to complete would have an effect on traffic flow along this major road artery to South Luzon. He, however, said that measures to mitigate traffic problems are already in place and that the motoring public need not worry.

     “The field works, which started last August 30, are necessary to ensure proper pavement design,” Sales said. “As in all major infrastructure projects, effective traffic management is priority measure PNCC is committed to provide the public,” assures the PNCC official.

     The SLEX Project is a joint venture undertaking of the PNCC and MTD Manila Expressway Corporation. The project involves the rehabilitation of the Alabang Viaduct (Toll Road 1) in Muntinlupa City; the widening and rehabilitation of lanes from Alabang to Calamba, Laguna (Toll Road 2); and the extension of the road from Calamba to Sto. Tomas, Batangas (toll Road 3).

     The SLEX Project, strongly endorsed recently by no less than the House Special Committee on Southern Tagalog Development is expected to spur economic growth in the Southern Tagalog region, particularly in the CALABARZON provinces, which accounts for 30% of the country’s exports. The region also has the most number of technology and industry parks in the Philippines as well as a substantial agro-industrial sector.

     The two-year road project expected to be completed in 2007 will be undertaken by the MTD Manila Expressway Corporation – a subsidiary of leading Malaysian international toll construction and management consortium, MTD Capital.     NEWS ARCHIVE    HOME


PNCC near halfway complete with traffic mitigating works at SLEX

     Tollway operator Pfilippine National Construction Corporation (PNCC) is now more than 40% through with traffic mitigating works preparatory for the rehabilitation of the 30-year old Alabang Viaduct at the South Luzon Expressway (SLEX).

     PNCC workers have begun the one lane widening and two-lane rehabilitation from Soldier’s Hill in Alabang, Muntinlupa towards Filinvest, northbound.

     The rehabilitation and widening works of the 1.3 kilometer northbound stretch of the SLEX approaching the viaduct are in preparation for the traffic rerouting and management program of the tollway operator when the rehabilitation of the Alabang Viaduct goes full blast. It is likewise part of the three-phase SLEX Upgrading Project. The widening is part of Toll Road 2 which aims to rehabilitate and widen the lanes from Alabang to Calamba.

     On the other hand, Toll Road 1 comprises of the P700M rehabilitation of the Alabang Viaduct will include retrofitting of the substructure and upgrading of the said structure to conform with the latest code requirements.

     Toll Road 3, meanwhile, involves the construction of the 7.8 kilometer extension highway from Calamba to Sto. Tomas in Batangas.

     Ten construction firms have expressed interest in bidding for the rehabilitation of the Alabang Viaduct while another 14 companies have shown interest for the rehabilitation of the Alabang Viaduct while another 14 companies have shown interest for the construction of the Calamba – Sto. Tomas extension project. Bidding for the viaduct repair was set last December 10 while the one for the expressway extension was set last December 27.

     The entire project is a component of the project of President Gloria Macapagal Arroyo for a Mega Manila that aims faster transport of people, products and services to and from Metro Manila and the southern tagalong regions.

     By virtue of a directive from the President Gloria Macapagal Arroyo, the PNCC, NDC, and the Toll Regulatory Board (TRB) have been encouraged to fast track vital transportation support projects like the SLT Expansion and Extension Project.

     PNCC Chairman and Acting President and CEO Pastor R. Ramos, Jr. says that the “concerted effort o the government agencies and the local government units for this project, is a manifestation of the important and strengthened role of tollway operators and managers in the development and promotion of the toll road industry in the roll industry in the country.”     NEWS ARCHIVE    HOME


PNCC to award Alabang Viaduct rehab to FF Cruz; SLEX Extension to Makati Development Corporation

     After extensive evaluation and review of the submitted bids, tollway operator Philippine National Construction Corporation (PNCC) now intends to award the construction contracts for the two phases of the three-phase South Luzon Expressway (SLEX) Upgrading Project to their respective winning bidders.

     "We are pleased to announce that there after considerable assessment and valuation by the PNCC Bids and Awards Committee, the PNCC is now ready to award two parts of the SLEX project to the deserving bidders," declares PNCC Chairman and Acting President & CEO Pastor R. Ramos, Jr.

      According to Ramos, the rehabilitation of the 27-year old Alabang Viaduct will be undertaken by F.F. Cruz Construction Corporation. Construction of the project, otherwise known as Toll Road 1 or TR1, has an estimated cost of P600M and has a project schedule of twelve (12) months.

     Meanwhile, the construction of the 7.8 kilometer extension highway from Calamba, Laguna to Sto. Tomas in Batangas, otherwise known as Toll Road 3 or TR3 is won by Makati Development Corporation (MDC).

Construction of TR# has a budget cost of P600M, and will likewise take 12 months to complete.

The SLEX Upgrading Project is a three-phase undertaking that includes the rehabilitation of the Alabang Viaduct (TR1); the rehabilitation o the 27 kilometer Alabang-Calamba segment (TR2); and the construction of the 7.8 kilometer extension highway from Calamba to Sto. Tomas in Batangas (TR3). The project is a joint undertaking of the PNCC, the Department of Trade and Industry through the National Development Company (NDC) and the Toll Regulatory Board (TRB).

"The NDC headed by Acting General Manager Arthur Aguilar will be providing the funds for the project through the joint venture agreement that they have signed with PNCC last October 2004 for the attainment of the project. The TRB, on the other hand, will determin the appropriate toll that shall be collected once the project has been completed. Actual construction works on the Alabang Viaduct and SLEX Extension will commence once NDC funds the project," informs Ramos.

Last December 15, 2004, PNCC has started the 1.32 kilometer six-lane widening from Soldiers Hill in Alabang towards Filinvest as a part of traffic mitigating works preparatory for the rehabilitation of the 27-year old Alabang Viaduct. The P34M advance works was directed by former DTI Secretary Cesar V. Purisima.

"The entire project is part of the ten-point program of the President Arroyo which aims to connect the country through efficient transportation networks. Through this project, we aim to improve commerce and bring about progress, accessibility, mobility and convenience to our tollway-users at reasonably low toll rates, in this southern part of Luzon," says Ramos.    NEWS ARCHIVE    HOME

Tomas Extension Project, a part of the three-phase South Luzon Expressway (SLEC) Upgrading Project. The project, otherwise known as Toll Road 3 or TR3, involves the construction of a 7.8 extension road that will connect SLEX at Calamba, Laguna to Star Tollway at Sto. Tomas, Batangas. Construction of TR3 has a budget cost of P600M and will take twelve (12) months to complete.

Full implementation of SLEX Project slated

     The rehabilitation and upgrading of the South Luzon Expressway (SLEX) will start by middle of August this year.

     This includes the rehabilitation of the Alabang Viaduct (Toll Road 1) in Muntinlupa City; the widening and rehabilitation of lanes from Alabang to Calamba in Laguna (Toll Road 2); and the extension of road from Calamba to Sto. Tomas, Batangas (Toll Road 3).

     The immediate implementation of the project is a result of the recent agreement between tollway operator PNCC and MTD Manila Expressway Corp. (MMEC), after the latter has complied with the requirement of PNCC to deposit US$2.5M as advance fund for the SLEX Project.

     MMEC is the former Hopewell Crown Infrastructure, Inc. (HCII). MTD Equity, a publicly listed company on the Kuala Lumpur Stock Exchange and Malaysia’s second largest tollway operator, has secured the controlling stake in HCII after it bought out the other investors in the company including Hopewell Holdings, Ltd. and Crown Equities, Inc.

     SLEX Project to start soon. The rehabilitation and upgrading of the South Luzon Expressway (SLEX) will start by middle of August this year after MTD Manila Expressway Corp. (MMEC) has complied with the requirements of PNCC for the project. MMEC has deposited an initial fund of US$2.5M upon the application of Supplemental Toll Operations Agreement (STOA) for the SLEX Project.

     The SLEX Project includes the rehabilitation of the Alabang Viaduct (Toll Road 1) in Muntinlupa City; the widening and rehabilitation of lanes from four to eight lanes from Alabang to Susana Heights and from four to six lanes from Susana Heights to Calamba in Laguna (Toll Road 2); and the extension of road from Calamba to Sto. Tomas, Batangas (Toll Road 3).

Toll-holiday SLEX and Skyway System On Christmas and New Year

     To show gratitude for the continuing support of the tollway-using public and in the spirit of the holidays, the Philippine National Construction Corporation (PNCC), South Luzon Expressway (SLEX) and the PNCC Skyway Corporation, operator of the Skyway System, have announced a toll holiday starting at 10p.m. on December 24, 2005, up to 6 a.m. on December 25, 2005, and from 10 p.m. on December 31, 2005, up to 6 a.m. on January 1, 2006.

     No toll will be collected along the entire stretches of the SLEX from Alabang, Muntinlupa City to Calamba, Laguna and the Skyway System, the elevated Bicutan to Buendia stretch and the at-grade level from Nichols to Alabang.

     The Management of PNCC Skyway Corporation, however, ensures that the rest of the tollway operations, including traffic safety, security and maintenance, will continue during the said period.

     “It is our way of thanking the general public for the patronage they have given us this whole year. It is also our way of greeting the New Year, as we join the whole nation in welcoming it,” says PNCC Chairman CEO Arthur N. Aguilar.

     Upang ipakita ang pasasalamat sa patuloy na suporta ng mga motorista, ipinahahayag ngayon ng Philippine National Construction Corporation (PNCC), operator ng South Luzon Expressway (SLEX) at ang PNCC Skyway Corporation, operator ng Skyway System, na simula ika-10 n.g. sa Disyembre 24, 2005 hanggang ika-6 n.u. sa Disyembre 25, 2005 at mula ika-10 n.g. sa Disyembre 31, 2005, hanggang ika-6 n.u. sa Enero 1, 2006, ay libre ang pagdaan sa kahabaan ng SLEX mula Alabang, Muntinlupa City hanggang Calamba, Laguna, sa elevated highway mula Buendia hanggang Bicutan at at-grade mula Nichols hanggang Alabang.

     Siniguro naman ng Pamunuan ng PNCC at Skyway Corporation na ang ibang operasyon ng tollways, tulad ng traffic safety, security at maintenance, ay ipagpapatuloy sa nasabing mga panahon.

In line with government’s energy conservation measures

PNCC reminds motorists to observe speed limits

     Tollway operator Philippine National Construction Corporation (PNCC), operator of the South Luzon Expressway, reminds its tollway users to observe the speed limits that are being implemented inside the expressways.

     “In addition to law enforcement and safety reasons, we remind our motoring public to observe the maximum 80 kilometers per hour (kph) speed from Nichols to Alabang, 100-kph speed from Alabang to Calamba and the elevated Skyway and minimum 60-kph along the entire SLEX as part of the government’s strategies to enforce drastic energy conservation measures,” prompts PNCC Tollways Head Manuel Luis Antonio.

     According to PNCC, these speed limits are the prescribed speeds along certain areas of the expressways as approved in the Revised Rules and Regulations of the Limited Access Highway Act (or RA 2000).

     Record high world oil prices have prompted the Arroyo administration to direct government agencies to impose radical energy conservation measures including the strict implementation of a speed limit on expressways and national highways.

     “We have always been strict in the implementation of speed limits in our expressways as part of our traffic rules and objective of a safe expressway. In fact, we have speed guns strategically placed along our highways to monitor over-speeding vehicles which have always been cause of accidents,” says Antonio.

     The Department of Energy, based on the measures submitted during the National Economic and Development Authority Board last week, has included the imposition of speed limits inside expressways as studies have shown that an 80-kph speed limit is the most fuel-efficient speed.      NEWS ARCHIVE    HOME


PNCC adjust toll rates at SLT effective January 1, 2005

     Tollway operator Philippine National Costruction Corporation (Pncc) will collect the adjusted toll Fees for the South Luzon Tollway (from Alabang, Muntinlupa City to Calamba, Laguna) as approved by the Toll Regulatory Board (TRB).

     Starting at 6:00 a.m. on 01 January 2005, Saturday, the PNCC will collect the adjusted toll fees as follows:

     For the South Luzon Tollway users, the rates will be:
• Class 1 - from P0.52/km to P0.72/km
• Class 2 - from P1.04/km to P1.44/km

Class 3 - from P1.56/km to P2.16/km

     The toll adjustment will not include the North Luzon Tollways (Balintawak, Quezon City to Sta. Ines, Pampanga).

     "The additional returns derived by PNCC for this new rates will be utilized in further improving of the expressways and the requisite rehabilitation that needs to be undertaken. This is to ensure unimpeded travel and enhanced safety and security for the convenience of our tollway using public," says PNCC Tollways Group Head Manuel Luis Antonio.

     "In fact, even without the adjustment in toll," says Antonio, "we have already started the traffic mitigating works preparatory for the rehabilitationof the 30-year old Alabang Viaduct at the South Luzon Tollway (SLT). PNCC workers have begun the one lane widening and two-lane rehabilitation from Soldier's Hill in Alabang, Muntinlupa towards Filinvest, northbound," he informs.

     "The 700M rehabilitation of the Albang Viaduct is part of the three-phase rehabilitation, extension and expansion of the SLT which also includes the extension from Calamba to Sto. Tomas and the rehabilitation and widening of the Alabang-Calamba strech," says Antonio

      According to Antonio, "the adjusted toll fess are very necessary in the light of the increased cost of operating and maintaining the toll roads. The exisitng toll rates and in the immediate past are just too low and hardly enabled PNCC to genarate revenue sufficient to cover operational, maintenance and development expenses like the rehabilitation of hte Alabang Viaduct and extension of Calamba road all the way to Sto. Tomas."

     Pursuant to Presidential Decree (PD) 1894, tollway operator PNCC filed last September 29, 2004 a Report on the CUrrent Application of Return-On-Rate Base (RORB) Formula with the Toll Regulatory Board (TRB) for a toll adjustment effective January 1, 2005 in compliance with Section 9 (a) of the above-said law.

     According to PNCC, the latest notice filed with the TRB is absed on the current application of the Return-On-Rate-Base formula as authorized by the TRB. The new rates were computed based on the factors affecting the return-on-rate base formula. These included the present equipment, property and plant valuation of the tollways; its two-month average working capital and; the deficiency on the actual revenue versus the compute revenue based on invested capital.      NEWS ARCHIVE    HOME


Skyway Corporation to partially close Sales interchange for DPWH project

     On March 22 until March 23, 2006, from 10 p.m. until 4:30 a.m., tollway operator PNCC Skyway Corporation (PSC), operator of the Skyway System, will implement an on-off closure of the Sales Interchange, southbound area, and the adjacent west service road to give way for the girder launch activity of the Department of Public Works and Highways.

     “In view of the ongoing works of the DPWH flyover at the Sales area, some traffic rerouting scheme will be undertaken during midnight of the above-mentioned dates when traffic is expected to be less congested,” explains PSC Vice President for Operations Romerico O. Reganit.

     “The DPWH has coordinated with us regarding the activity and we promised to provide the traffic management in the area when the activity is undertaken,” Reganit further added.

PNCC, Skyway Corp., Petron prepare for Holy Week with “Lakbay Alalay 2006”

     Tollway operators Philippine National Construction Corporation (PNCC) and Skyway Corporation with Petron Corporation are all set for the weeklong vacation as Filipinos nationwide observe the traditional Holy Week event.

      Starting April 12 (Holy Wednesday) until April 16 (Easter Sunday), 2006, PNCC and Skyway Corp. together with Petron Corporation will be conducting the “Lakbay Alalay 2006,” an annual motorist assistance program for smooth, safe and convenient travel along the South Luzon Expressway (SLEX) and the Skyway System throughout the duration of the Holy Week.

      To assist the tollway-users during the four-day Holy Week vacation, service points will be set up at the SLEX-Silangan Interchange, southbound, from April 12-14 and the Carmona Interchange, northbound, from April 12-14 and at Carmona Interchange, northbound, from Aril 15-16 various services and assistance including a mechanical repairs, medical assistance, call centers, spare parts and fuels water & snacks at retail prices.

     The Silangan and Carmona Bass Camps, for will have at least ten (10) roving patrols composed of a PNCC guard, a mechanic and a Petron Operative. Each roving patrol team is equipped with a mobile radio, service tools, basic spare parts, drinking and radiator water and snacks to facilitate immediate motorist assistance.

      All PNCC patrol units and motorcycle riders deployed at the bridge approaches will be positioned along the stretch of the middle island to prevent unnecessary bottleneck. Traffic re-routing and counter-flow schemes shall be implemented whenever warranted. Patrol officers will likewise be on the lookout for lane grabbing and lane obstructing motorists.

     Ambulant tellers will be assigned at all motorist-heavy interchanges and toll plazas to prevent traffic queuing and congestion.

      The PNCC-SLT Management will likewise be coordinating with the Regional PNP for police assistance, the Regional Bureau of Fire Protection, Task Force Calabarzon and the local government units.

     Identified traffic prone areas where security and safety will be intensified include the interchanges of Filinvest, Susana Heights, Sta. Rosa, Carmona and Calamba/Canlubang Toll Plaza.

     Meanwhile, the Skyway Corporation, operator of the Magallanes-Alabang segment and the elevated Skyway will deploy additional traffic enforcers at expected traffic-heavy points including the interchanges of Sales, Bicutan, Sucat and Alabang. It will field three-main anti-vendor teams to apprehend ambulant vendors who may block or impede traffic-congested areas. Skyway Corporation to close Elevated level for repair works

      From April 13 to 14, 2006 (Holy Thursday up to Good Friday), from 10 p.m. until 5 a.m., PNCC Skyway Corporation (PSC), operator of the Skyway System will be closing the entire elevated level from Bicutan in Parañaque to Buendia in Makati City.

      “We will be closing the elevated Skyway from the evening of Holy Thursday until early morning of Good Friday to give way for the repair and maintenance activities of roadway and facilities,” explains PSC President and CEO Wilfredo P. Cu.

     “Other maintenance works such as cleaning of the on/off ramps and preventive maintenance of electrical fixture will also be done during this period,” adds C.

     “We appeal to our motoring public for their understanding as we undertake this activity. Rest assured that we are doing these to serve them better,” Cu says.

DPWH, in coordination with Skyway Corp., to partially close Sales area at the SLEX

      The Department of Public Works and Highways, in coordination with the PNCC Skyway Corporation (PSC), operator of the elevated highway and the at-grade from Nichols to Alabang, will partially close the Sales interchange area to give way for the girder launch activity on February 27, 28 and March 1, 2006, from 11 p.m. until 4 a.m.

     “In viewing of the ongoing works of the DPWH flyover at the Sales area, some traffic rerouting scheme will be undertaken during midnight of the above-mentioned dates when traffic is expected to be less congested,” explains PSC Vice President for Operations Romerico O. Reganit.

      “The DPWH has coordinated with us regarding the activity and we promised to provide the traffic management in the area when the activity is undertaken,” Reganit further added.

     According to Reganit, on February 27, 2006 (Monday), northbound motorists going to Pasay City will be diverted to Sales Bridge Villamor Air Base while those going to Makati and Manila will take the Pasong Tamo Extension.

     On February 28, 2006 (Tuesday), northbound motorists going to Pasay City will be directed to use C% and Sales Bridge towards Villamor Air Base. Those going to Makati and Manila will take the East Service Road to Pasong Tamo Extension while those going to Mandaluyong and Pasig will take C5.

      On March 1, 2006 (Wednesday), the southbound traffic from Pasay City will be diverted to West Service Road Bicutan while  those from Magallanes will take Sales Loop to East and West Service Roads to Bicutan.
